TOWN OF OLD LYME
WATER POLLUTION CONTROL AUTHORITY
REGULAR MEETING
THURSDAY, MAY 20, 2004


The Old Lyme Water Pollution Control Authority met on Thursday, May 20, 2004 at 7:30 p.m. at the Old Lyme Memorial Town Hall.  Those present and voting were George James (Acting Chairman), Louisa Grogan (Treasurer), Mike Dickey, Roger Breunig, and Mervin Roberts.  Also present was Ron Rose, Sanitarian.

Mr. James called the meeting to order at 7:33 p.m.

Chairman’s Report

No report.

Sheffield Brook Pipe – Discussion

Mr. James noted that Mr. Tolchinski was not present to give an update on this and Mr. Rose indicated that he believes the Association has applied to the DEP for a permit to divert the brook.  Mr. Rose stated that the area at the end of the pipe has not yet been fenced off.

Committee Reports

Education

Mr. James stated that Chairman Risom indicated at the April meeting that the next step in the 7-year pump out process is to send a certified return receipt letter outlining the consequences.  Mr. James stated that some one has to fill out the postal receipts for this and indicated that he believes that Ms. Swaney will need assistance with this project.  He noted that the cost of postage would run $1,700.00.  Mr. James noted that Sound View and Hawks Nest Beach both have quite a few homes that have not pumped.  

Mr. James stated that the Economic Development Commissioner came to the Open Space Meeting and they discussed at length the 27 acres behind Cherry Stones.  He noted that Mike Leach has made at least two approaches to the current owner to purchase the property for his own purposes.  Mr. James stated the other plan is to get a septic plan for the beach area and/or a low cost elderly housing development.  He explained that there is also a 26 acre parcel opposite Point O Woods.

Mr. Roberts stated that there should be an economic analysis to compare the cost of a Piranha System for every suspect house with the purchase of a large parcel of land and the construction of a community septic system.    

Mr. Rose stated that it has been suggested that the Town Hall hook into the septic system at the school at a cost of $30,000.00.  He explained that test holes were performed in the parking lot of the Town Hall to verify that there is room for a new system, if necessary.  Mr. Rose stated that the Town has sufficient area to install one hundred linear feet of galleries if it is ever needed.  Mr. Rose stated that they are hooking the Town Hall into the water system.

Ms. Grogan stated that she would be happy to take a list of homeowners in the White Sand Beach area that have not pumped and ask for the Association’s help in getting compliance.  Mr. Rose explained that there are four different people working on the computer in the Health Department and it does not work properly.  He stated that one person should be assigned to correcting the computer problems.  Mr. James reviewed the numerous ways homeowners have been notified of the 7 year pump out cycle.  

Transfer Station

Mr. Breunig stated that he has not heard from Mr. Yuknat and noted that he is not sure if the new contract has been signed.  Mr. Breunig noted that there is no money in the budget for capital improvements.  Mr. Breunig explained that Tim Griswold indicated that he would budget money for capital improvements separately.

Budget

Ms. Grogan noted that the remaining budget is $11,897.43.  She noted that to date $19,294.37 has been spent.  Ms. Grogan stated that this amount is current as of this date.  Mr. Rose stated that there may be bills for two or three test wells outstanding, which would be $750.00 to $800.00 each.



Sanitarian’s Report

Mr. Rose stated that the landfill is being tested both before and after closure for pesticides.  He indicated that the testing will begin this month.  He noted that the purpose is to be verify that it is being cleaned up.  Mr. James asked that Mr. Rose supply that information to him.

Mr. James questioned whether the Commission members felt that the homeowners who have not pumped should receive one more warning.  He noted that if this notification is given through the Beach Associations, a mailing would have to be sent to the homeowners who are not part of a beach association.  Mr. Rose stated that a letter has been written and approved by Mike Wells that describes the consequences if the seven-year pump out cycle is not met by June 18, 2004.  Concern was expressed that the pumpers may not be able to fulfill all the pump-out requests by June 18, 2004.

At 8:20 p.m. a motion to adjourn was made by Mervin Roberts and seconded by Roger Breunig; so voted unanimously.
